This guide describes the control and monitoring requirements guidelines for equipment and systems associated with conventional and pumped-storage hydroelectric power plants. It includes typical methods of local and remote control, details of the control interfaces for plant equipment, and requirements for centralized and off-site control. Where specific values are given for control parameters, they should be considered as typical. This document does not address civil and structural details of hydroelectric power plants unless required for the understanding of certain control and monitoring functions. Also excluded is a detailed discussion of protective relaying systems, high-voltage switchyards, and navigation and flood control facilities associated with a hydroelectric power plant. Hydroelectric applications of variable frequency operation and high-voltage generation are not covered in this guide due to the specialized nature of these applications.
This guide serves as a reference document for practicing engineers in the hydroelectric industry. It documents prevailing industry practices in hydroelectric power plant control system logic, control system configurations, and control modes.
